This project not only inventories domestic seed and seedling stakeholders but also collects literature on the industry value, industry types, and major players of the seedling industry. It involves actual visits to businesses to understand industry patterns. The project analyzes the differences in product category rules for "grains and vegetables," "fresh fruits, "and" orna mental plants." Byconsulting the Customs Administration website for product classification numbers related to seeds and seedlings, we understand their uses and differences and compile the relevant product classification numbers. We review domestic and international literature on product category rules for seeds and seedlings, investigate the product life cycles of various seed and seedling businesses, and draw a unified life cycle flowchart. Using the product classification numbers and life cycle flowcharts, we establish product category rules for the carbon footprint of seeds and seedlings according to the templates announced by the Ministry of Environment. An expert meeting will be held to analyze the forms of the seed and seedling industry (B2B, B2C) and relevant foreign product category rules to confirm the necessity of establishing seed and seedling product category rules. The establishment of these rules will assist the seed and seedling industry, with a production value of 21.1 billion NTD, in conducting product carbon footprint inventories, thereby facilitating the reduction of carbon emissions in the domestic and international production and supply chains of seeds and seedlings.
